Navigating the quantum legal landscape regulation and governance of quantum computing
Abstract
Quantum computing is an emerging field that leverages the principles of quantum physics to create computers capable of processing information in fundamentally new ways. By harnessing quantum mechanical phenomena like superposition and entanglement, quantum computers promise capabilities far exceeding traditional computers for certain applications. However, the power of these futuristic devices also introduces an array of ethical, legal and social implications that must be carefully considered. As quantum computing technology continues maturing from proof-of-concept demonstrations to practical applications, governance frameworks will play a critical role in guiding responsible development and regulating risks. This monograph aims to explore the complex challenges around governing quantum innovation, current regulatory landscapes, and potential models for governance and ethics as quantum capabilities scale.
