Biography

Islombek Abdixhakimov is a Lecturer at the Department of Cyber Law, Tashkent State University of Law. His teaching and research focus on cyber law, data protection, artificial intelligence governance, cybersecurity, and the legal regulation of emerging technologies. He actively supervises student research and contributes to departmental and national initiatives that strengthen the legal frameworks for digital transformation in Uzbekistan. He holds an LL.M. degree from Penn State Law (2021–2022) and a Bachelor’s degree in Jurisprudence from Tashkent State University of Law (2017–2021). Currently, he is a PhD candidate working on the dissertation “The Developmental Perspectives of Quantum Law in Uzbekistan” under the supervision of Professor Said Saidakhrarovich Gulyamov. His research interests include the regulation of artificial intelligence, quantum technologies, and cybersecurity policy. He also participates in international collaborations, including the project “Zero Waste Concept: Strengthening Legal Frameworks and Promoting Environmental Culture in Uzbekistan,” carried out in partnership with Marmara University (Turkey).
